Deng Xiaoping is the first person to connect the concept 'A Better-off Life' with modernization and to give it a new sense typical of the age, establishing it as the aim of the development at the present stage. The Sixteenth Congress of the CPC has set 'the Overall Construction of A Better-off Society' as the working guideline of the Party, further reinforcing the significance of this new notion and further promoting the Chinese mode of modernization.
