创建秦岭中央国家公园的必要性与发展战略研究

The Research of the Rationality and Development Strategy of Creating Qin Ling Central National Park

随着我国经济社会发展的结构转型与提档升级,生态环境保护问题迫切凸显,创建国家公园对保护我国生态环境可持续发展有重要意义。通过对陕西创建秦岭中央国家公园的合理性分析,提出创建秦岭中央国家公园8大发展战略:发展理念提升、管理体制改革、试验区先行、尺度创建突破、运行模式创新、利益主体协调、公园规划先行、建设资金筹措战略,以期对创建秦岭中央国家公园提供理论参考。

With China's economic and social development of structure transformation and upgrading,ecological and environmental protection become an urgent problem.It is important and significant to establish national parks to protect the sustainable development of the ecological environment in our country. Through the rationality analysis of Qin Ling Central National Park in Shaanxi, we put forward eight development strategies, as follows, the upgrading of the concept of development, the management system reform, the establishment of the pilot area, the innovation of the operation mode, the coordination of interest subjects,the park planning first, and the construction financing strategy are proposed. These proposals will be the theoretical references to the establishment of the Central National Park in Qin Ling Mountains.
