关于农业文化遗产普查与保护的思考

Reflections on the Investigation and Conservation of Agricultural Heritage Systems

自2002年联合国粮农组织提出"全球重要农业文化遗产"的概念以来,中国的农业文化遗产保护经验受到了国际社会的广泛关注。今年中央一号文件明确提出开展农业文化遗产普查与保护,指出了当前农业文化遗产工作的重点。认为开展农业文化遗产普查与保护,需要深刻认识农业文化遗产的概念与内涵,科学把握保护农业文化遗产与发展现代农业的关系;提出了开展农业文化遗产普查应做好总体设计、统一实施、科学分析、系统集成四项基本工作,并阐述了农业文化遗产保护应重点解决为何保护、保护什么、谁来保护、如何保护4个关键问题。

Since Food and Agriculture Organization(FAO) of United Nations started the initiative on the conservation and adaptive management of Globally Important Agricultural Heritage Systems(GIAHS) in 2002, China's experiences on the conservation of agricultural heritage systems have attracted great attention from the international community. The first policy document issued by the Chinese government this year clearly pointed out the investigation and conservation of agricultural heritage systems, which constitutes the focus of current work. To carry out the investigation and conservation of agricultural heritage systems, their concept and connotations must be first recognized comprehensively and their relationship with the development of modern agriculture must be reasonably dealt with. Therefore, the paper suggests that the investigation of agricultural heritage systems be carried out with overall design, uniform implementation, scientific analysis and systematic integration while their conservation be conducted on the clarification of four critical questions in regard to why to conserve them, what to be conserved, who to conserve them and how to conserve them.
