省域规模以上工业企业R&D投资比较研究——以山东、河北两省为例

The Comparative Study on the R&D Investment of the Provincial Industrial Enterprises above the Designated Size——Taking Shandong and Hebei Province as an Example

根据近几年山东省规模以上工业企业R&D投资方面的主要指标以及河北省规模以上工业企业的主要经济数据,结合山东省规模以上工业企业R&D投资的主要特征,进行省际间比较分析。利用数据包络分析(DEA)方法对山东省与河北省规模以上工业企业R&D投资产出效率进行评价。经与河北省R&D投资产出效率的比较分析,表明山东省历年R&D投资结构不合理是导致山东省R&D投资产出效率低的主要原因。同时,本文还基于柯布—道格拉斯生产函数,证明了山东省规模以上工业企业新产品销售收入的增长主要依赖R&D投资效率的提高。并在此基础上提出了优化山东省R&D投资的政策建议:加强政府的控制和导向作用;优化规模以上工业企业R&D投资结构,提高R&D经费使用效率;优先发展高新技术产业。

According to the main indicators of large-scale industrial enterprises investment of Shandong Province in R&D as well as the main economic data of industrial enterprises of Hebei Province in recent years, compared with the main features of the combined largescale industrial enterprises in Shandong Province in R&D investment to do the inter-provincial comparative analysis. Use data envelopment analysis(DEA) method to analyze the data of Shandong province and Hebei province in output effi ciency evaluation of large scale industrial enterprises R&D investment. With the output of Hebei Province, the effi ciency of R&D investment in the comparative analysis shows that R&D in Shandong Province over the years lead to irrational investment structure of R&D investment in Shandong Province and the low effi ciency of the main outputs. At the same time, based on the Cobb-Douglas production function, it is proved that large industrial enterprises in Shandong Province in regards of new product sales revenue growth mainly relies on investment in R&D effi ciency. And on this basis, the policy recommendations is put forward to optimize R&D investment in Shandong Province,: strengthening the role of government control and direction; optimize the industrial enterprises above the scale of R&D investment structure, and increase effi ciency of R&D funds; priority to the development of high-tech industries.
