关于济南“十三五”规划编制的思考与建议

Several Consideration and Suggestions for the Composition of the Thirteenth Five-year Plan of Jinan city

"十三五"时期,是济南市实现"加快科学发展,建设美丽泉城"的关键时期,"十三五"规划编制事关济南市长远发展大计。通过科学分析济南市"十三五"时期面临的机遇和挑战,结合济南具体实际,研究提出"十三五"规划编制应突出的市场化、新型城镇化、产城融合、产业转型、省会城市群等五大重点,并就前期研究、调研论证、规划衔接、社会参与等四方面提出具体编制建议,以期能为济南市"十三五"规划编制提供参考和借鉴。

It is so crucial for Jinan to achieve the goal of fast scientific development and beautiful Spring City during the period of Thirteenth Five-Year, and the Thirteenth Five-Year Plan matters to its long-term development. Firstly, this paper analyzes scientifically the opportunities and challenges for Jinan to develop during this period, then combining with the specific facts of Jinan, it put forward the emphasis of marketization, new-type urbanization, production city fusion, industrial transformation and the provincial capital city group in composing the Thirteenth Five-Year Plan, Lastly, it brings up specific suggestions in 4 aspects of previous research, research and demonstration, Planning continuity and social participation, to provide guide and reference for the composition of the Thirteenth Five-Year Plan of Jinan city.
