摘要
近年来,部门协同、政策协同研究逐渐成为学术研究的一个重点领域和方向。本文在对我国阶段性创新教育政策文本分析的基础上,从协同的角度,对我国2006年到2014年间的创新教育政策主体的协同情况进行分析研究。本文政策文本资料来源于国家统计局官网,在对每年度公布的政策文本(法律、法规、规定、条例、意见、办法、决定、细则、通知和公告)阅读分析的基础上,识别创新教育政策并筛选归类,采用定量和定性相结合的方法进行详细统计与分析,发现我国创新教育政策主体的协同关系发展规律及不足之处,并提出改进的建议及措施。
In recent years,the research of department coordination and policy coordination has gradually become a key field and direction of academic research.Based on the text analysis of China’s phased innovation education policy,this paper analyzes and studies the synergy of innovation education policy subjects from 2006 to 2014 from the perspective of synergy.The policy texts of this article,from the official website of the National Bureau of Statistics,identify and select innovative education policies,on the basis of reading and analyzing the annual published policy texts(Laws,regulations,provisions,regulations,opinions,measures,decisions,rules,notices and announcements).And through identification and categorization,using quantitative and qualitative methods for detailed statistics and analysis,it found the development rules and deficiencies of the synergy relationship of the main body of innovative education policy in China,and proposed suggestions and measures for improvement.
