语言竞争与语言规划:阿联酋“Vision 2021”语言战略探析

摘要 全球化的浪潮在很大程度上加剧了国际通用语与本土语言之间的语言竞争,语言战略体现出了语言规划在国际化和本土化的战略博弈关系。阿联酋是'一带一路'沿线重要的海湾国家之一,该国颁布的'Vision 2021'战略规划中明确指出在推进国际化战略过程中,要复兴阿拉伯语和阿拉伯文化,将阿联酋建设成为阿拉伯语发展中心,使阿拉伯语成为学术语言。分析该战略规划的背景和内容,评析该战略面临的现实问题,可以为我国开展语言规划、应对语言竞争,提供重要的现实借鉴和重要参考。 Globalization has intensified the language competition between lingua franca and the local languages greatly.Language strategies reflect the delicate relationship between internationalization and localization of language planning.The UAE is one of the most important Gulf countries of The Belt and Road Initiative.Its national agenda—The UAE Vision 2021 National Agenda—pointed out that during the process of internationalization and globalization,it’s crucial to revive Arabic language and culture,and to cultivate the UAE to become the center for the development of Arabic as well as to make sure Arabic being the academic language.It will provide practical reference for our country to carry out language planning and cope with the language competition by comprehending and analyzing the background and content of its national agenda.
