摘要
通过全面考察欧洲各国中小学外语教学起始时间规定和演变趋势,并对比各国外语教学的课时安排,本文对近年来中国一些地区的政策调整进行批判性分析,指出推迟外语教学的做法与国际趋势不符,且可能进一步缩减外语教学时间。如果受教育资源制约,一些地区推迟外语教学,需要提高频率以保证总体课时不减少。
This paper analyzes critically the recent postponement of foreign language teaching in some provinces(cities)of China,by describing the current policy and historical trend of European requirement of starting age of foreign language learning.Moreover,this paper also compares total instruction time requirement between China and European countries in primary and middle school years.This paper finds that China’s policy adjustment is against the worldwide trend and may reduce the total instruction time of foreign languages in China,and finally argues that class frequency should be intensified to guarantee an adequate instruction time if foreign language teaching must be postponed.
