“一带一路”背景下中国与海合会能源合作关系与展望

The Energy Cooperation between China and GCC Countries in the Context of the Belt and Road Initiative

长期以来,海合会是中国最主要的油气来源地,同时中国也是海合会国家最重要的油气出口地。中国于2013年底提出了"一带一路"倡议,海合会位于"一带一路"的交汇处,被认为是"一带一路"上重要的战略支点。在全球经济缓慢复苏和国际能源格局变革的大背景下,本文的主要目的是梳理中国与海合会的石油合作关系,探讨如何在新形势下加强中国与海合会的能源合作。研究结果表明,不论是基于中国未来原油进口需求的增长,还是基于海合会为出口原油寻求稳定的市场,未来中国与海合会的能源合作还将进一步加强。

For a long time,the Gulf Cooperation Council(GCC)is the most important oil and gas source for China,and China is also the most important oil and gas exporting destination for GCC countries.China put forward'the Belt and Road Initiative'at the end of 2013.GCC is located at interchange of the'One-Road',which is considered to be an important strategy fulcrum along'the Belt and Road'.Based on the above background,the main purpose of this paper is to sort out the oil cooperation relationship between China and the GCC countries,while exploring how to strengthen the energy cooperation between China and the GCC countries in the new situation.The results showed that the future of energy cooperation between China and the GCC will be further strengthened,not only due to the increasing crude oil importing demand for China,but also due to the need of GCC countries to seek a stable crude oil exporting market.
