印度对上合组织的认识和诉求

Perceptionand Interests of India to SCO

2017年,印度正式加入上合组织。了解印度对上合组织的认识和诉求,有利于上合顺利扩员和健康发展。印度认为上合效率不佳、侧重化解分歧、中国对上合组织的重视程度下降。印度认为自己能够对上合组织做贡献,俄罗斯的一贯支持、中亚国家整体的欢迎态度、中国态度从反对变为接纳,使印度顺利加入上合组织。印度加入上合组织后,将致力于介入中亚和阿富汗事务、打击恐怖主义、推进印度版互联互通、维护印度能源安全。但印度也对上合组织存在担忧,如担心在上合受中俄挤压和巴基斯坦掣肘,使中国扩大在南亚影响等。未来上合组织应着力塑造共同身份,夯实印度对上合价值认同,以减弱扩员的负面冲击。

India becomes a full member of SCO in 2017.India's interests and perception will affect the development of SCO profoundly.India perception on SCO includes low efficiency of SCO,the role of SCO in reconciling policy differences,and China's downplay of SCO.Indiais aware of its potential contribution to SCO,with consistent support of Russia and Central Asian countries as well as the changing of China policy for its access.India will try to fulfill five policy targets in SCO:consolidating its role in SCO,getting involvement in Central Asia,furthering India-edition connectivity initiatives,safeguarding energy sources,etc.India worries about the possible scenario of being isolated by China and Pakistan in SCO,China expanding its influence in south Asia,etc.SCO should try to sharp common identity in the future between India and other member states,increase India's recognition of SCO values and principles to alleviate the shock of the enlargement.
