试析印度对不丹的发展合作政策

India's Development Cooperation Policy toward Bhutan

印军洞朗非法越界事件意外暴露了印度与不丹之间的"特殊"关系。作为不丹最大的发展伙伴,印度对不丹的发展合作政策具有鲜明的两重性。一方面,印度长期向不丹提供大量发展援助,助推不丹经济社会发展和现代化建设,具有让利性和互利性。另一方面,印度对不丹的发展合作从很大程度上讲是为本国特殊的地缘战略利益服务的,是控制不丹内政外交的政策工具之一,具有霸权性。上述两重性在实践中难解难分,进一步增加了国际关系现实的复杂性。作为印度和不丹的共同邻国,中国在处理与两国关系时应当因势利导,有所为有所不为。

The Doklam standoff reveals unexpectedly the‘special relationship’between India and Bhutan.As Bhutan’s biggest development partner,there is obvious tension in India’s development cooperation policy toward Bhutan.On the one hand,India has been providing a lot of development assistance and helping Bhutan’s economic-social development and modernization.On the other hand,India’s development cooperation with Bhutan follows its particular geostrategic interests in South Asia and served as the policy tool to control Bhutan.As the common neighbor of both India and Bhutan,China should not only acknowledge the rationality of India-Bhutan special relations,but also increase development assistance to Bhutan to reduce Bhutan’s rely on India.
