印美在印度洋地区的战略合作及中国应对研究

Strategic Cooperation between the India and United States in the Indian Ocean and China's Response

近来印美在印度洋的合作呈现新态势。双方的联合军演规模越来越大,海上军事合作内容越来越丰富,越来越深入。有以下主要动因:印美欲共同制衡所谓中国在印度洋地区的日益威胁和挑战;共同维护印度洋地区日益紧要的非传统安全;美印权力变化使双方试图相互借重。印美在印度洋地区合作虽有共同维护非传统安全的积极一面,但是其主要目标却是在制衡中国。这应该引起中国必要的警觉。首先,中国应当与美国等域外大国、印度及其他印度洋沿岸国家建立印度洋地区合作机制;其次,中国应当积极构建印度洋地区海权话语权框架;再次,中国应当在印度洋地区推动建立"印度洋共同体"。

The cooperation of the India and United States in the Indian Ocean presents a new trend recently.The joint military exercise of the two sides is growing.The content of maritime military cooperation becomes more comprehensive;the military cooperation in the sea becomes more and more open.The three reasons of the new situation are listed as follows:First,the India and United States would like to jointly balance the so-called China's growing threat and challenge in the Indian Ocean region;Second,they would like to jointly maintain the increasingly strategic security in the Indian Ocean region;Third,the power of the United States and India changes,which causes the two sides to depend on each other.The India and United States have common interests on the non-traditional security;however,balancing China is their main objective.This should cause the necessary vigilance for China.First of all,China should establish cooperation mechanisms with the United States,India and other Indian Ocean coastal countries in the Indian Ocean region.Second,China should actively establish a framework for the discourse of the maritime rights in the Indian Ocean region.Third,China should establish the"Indian Ocean Community"in the Indian Ocean region.
