印度海洋安全战略及其对中国的影响

India's Maritime Security Strategy and Its Influence on China

印度在印度洋地区拥有包括地缘政治、地缘安全和经济贸易等广泛的海上利益。为了保护这些利益,印度积极推行以主导印度洋为核心内容,同时东进太平洋(特别是南中国海),并大力发展海军力量的海洋安全战略。基于国家利益的拓展和综合安全的考虑,中国在印度洋也拥有越来越多的安全与战略利益。而印度又排斥非印度洋国家在印度洋的利益诉求,视印度洋为其势力范围,这对中国发展与"印太"地区国家关系、"一带一路"建设、贸易能源及海上运输安全、南中国海争端甚至中印边境问题的解决都将产生一定的影响。对此,中国应加以重视并审慎思量应对之策。

India as an important nation in the Indian Ocean,benefits a lot from the ocean,including the geopolitical profits and geographical security,economy and trade safety.India’s maritime strategy is the Indian Ocean plus the Pacific Ocean.China,from the perspective of its own interests and security,values the significance of the Indian Ocean as well.However,India refuses to recognize the interests of non-littoral countries in Indian Ocean region which has influence on China’s relations with littoral countries,OBOR,trade and energy route.The content and implication of the strategy in the Indian Ocean is the question worthy of academic research.
