珙县疾控中心人力资源现状与疾控能力建设的思考 被引量:6

摘要 目的通过对珙县疾控中心人力资源现状与疾控能力建设的盘点、分析,为其他民族地区县级疾控中心的建设与发展提供参考。方法采取查阅珙县疾控中心2014年人事档案和珙县疾控中心2014年标准化建设等级评审资料采集信息,并对数据进行汇总分析。结果珙县疾控中心现有职工30人,其中卫生技术人员22人(73.33%),在岗的21人(70.00%),后勤人员8人(26.67%)。本科10人(33.33%),大专15人(50.00%),中专2人(6.67%),初中2人(6.67%),高中1人(3.33%),副高级职称5人(16.67%),中级职称5人(16.67%),初级职称8人(26.67%),无职称12人(40.00%),仪器设备达标率仅占28.34%,检验检测项目仅134项。结论珙县疾控中心人员专业结构不合理,仪器设备落后,检验检测能力较低,突发公共卫生事件处置能力有限,不能满足当前疾病控制工作的需要,亟需加强疾控能力建设,提升人员素质,优化人员结构,稳定疾控人才队伍。 Objective To investigate the human resource and capability building in Gongxian CDC,provide the evidence of development for minority county CDC. Methods The data of human resource were summarized for analysis,which were from the personnel files and data review in Gongxian CDC 2014. Results There were 30 workers in Gongxian CDC,which were 22 health workers( 73. 33%) 21 on duty( 70%),8 logistics workers( 26. 67%). There were 10 from undergraduate( 33%),15 from junior college( 50%),2 from secondary school( 6. 67%),2 from junior high school( 6. 67%) and 1 from high school( 3. 33%). There were 5 associate professors( 16. 67%),5 lecturers( 16. 67%),8 assistants( 26. 67%) and 12 none title( 40%). The equipment compliance rate was only 28. 34% and 134 testing items could be applied. Conclusion The profession structure was irrational in Gongxian CDC,the equipment and testing capacity should be improved and the public health processing capacity was limited to meet the current works. The capability building should be developed to improve the personnel structure and CDC team.
