Research on the Status and Problems and Countermeasures of Primary Health Informationization

目的:探讨通过基层卫生信息化提升基层卫生服务能力的策略。方法:通过文献调研、实地调研等方式深入了解我国基层卫生信息化的建设实效,分析基层卫生信息化可能存在的问题,并据此提出相应的政策建议。结果:全国各地依托信息技术积极开展基层卫生信息化方面的探索,在业务管理、绩效管理、基础保障和智能化应用等方面取得了明显的进展和成效,但依旧存在发展不均衡、政策实施路径不明确、健康数据的安全隐私保护亟待加强以及基层卫生信息化人才缺乏等问题。结论:政府财政支出与基层发力双管齐下,加强政策的可操作化,多途径多层次保障居民信息安全,从内部外部两方面同时培养和引进信息化人才。

Objective:To explore the strategy of improving the capacity of primary health care services through primary health informationization.Methods:By literature research,field research and other methods to understand the effectiveness of primary health informationization in China,analyze the possible problems of primary health informationization,and propose corresponding policy recommendations accordingly.Results:Relying on information technology,all parts of the country actively carry out the exploration of primary health informatization,and have made significant progress and results in business management,performance management,basic security and intelligent application.However,there are some problems in the development balance,policy implementation path,resident health information security and primary health information talents.Conclusion:The paper proposes some suggestions.The government fiscal expenditure and primary struggle should be constructed in the meantime;The policy should be strengthened;Guarantees the information security of residents from multi-channel and multi-level;Informationized staff should be trained and introduced from both internal and external aspects.
