目的:探讨科研经费全周期信息化管理的实施路径,提高科研项目财务管理的信息化水平。方法:在科研管理系统中设置经费管理模块,分别从经费的预算、收支和决算管理等路径着手,配置相应的信息化功能,并和财务、资产、审计、监察等系统进行数据对接。结果:科研经费全周期的实时信息化管理能明显优化预算编制流程、提高预算编制效率、完善预算审核调整、加强经费支出的审核监管等环节管理。结论:科研经费全周期信息化实施路径提供了一个有效解决科研经费管理难题的信息化方案。

Objective:To explore the implementation path of full-cycle information management scientific research funds,improve the informationization level of financial management of scientific research projects.Methods:We need to set up a fund management module scientific research management system,starting from the budget,revenue and expenditure,and final account management,and configuring the corresponding information function.And we need to interface with the financial,asset,audit,monitoring and other systems.Results:We realized the real-time information management of the scientific research funds in the full cycle.We can significantly optimize the budget preparation process,improve the efficiency of budget preparation,improve budget review and adjustment,and strengthen the supervision of expenditures.Conclusion:The implementation path of full-cycle information management scientific research funds provides an information-based solution to effectively solve various management problems scientific research funds.
