This paper mainly makes some analysis of the relationship between terrorism and criminal, political or war offense by legal principle and afterward of the questions involved in attacking terrorism such as self-defense and sovereignty, international judicial cooperation, humanitaranism, etc. to a certain extent, in order to help define terrorism and effectively attack terrorism.
