协商式民主与澳门社区治理实践探索

Deliberative Democracy and the Practice of Community Governance in Macao

协商式民主主张扩大民众参与并在参与主体互动协商基础上寻求具共识的决策。回归后,澳门特区政府在推进以增加立法会选举议席与扩大行政长官选委会规模为主要内容的政治发展同时,积极探索拓展协商式民主内涵与丰富社区治理实践,在社区建设与社区和谐方面取得了良好治理成效。澳门社区协商治理实践经验在于,必须构筑社区治理主体之间持续性互动平台,以及保持社区组织长久活力。澳门社区协商治理成效显示,协商式民主与代议制民主并非相互对立,而是互相促进、相互补充的。

Deliberative democracy advocates expanding public participation and seeks consensus decision-making on the basis of interactions and consultations among participants.After its return,the Macao SAR government has been promoting political development by increasing the seats of the Legislative Assembly and the Chief Executive Election Committee.Meanwhile,it has applied deliberative democracy and the practice of community governance,especially in community building and community harmony,and has achieved tremendous results.An important practical experience in the Macao community consultative governance is the establishment of sustainable interactive platform for the main body in community governance,and to keep community organizations active.Macao' s practice in community consultative governance shows that deliberative democracy and representative democracy are not contradictory,but complementary,to each other.
