Responsible Gaming: Macao' s Mode and Experience

自2002年澳门博彩经营权适度开放以后,博彩业发展迅速。但每当博彩活动出现,赌博相关犯罪及赌博失调行为也伴随而来。为使博彩业有序且健康发展,澳门特区政府参考国外经验及学界建议后,在澳门推行"负责任博彩"政策,即把博彩行为可引致的危害减至社会可接受的水平。推行至今初见成效,而且负责任博彩理念还扩展至跨境协作问题上。现时负责任博彩政策主要由几个政府部门与学界组成的非正式小组推动。由于没有专责部门执行,导致推行过程没有稳定的财政预算,部分计划未能如期推行。建议特区政府设立一个具有常设架构的组织,并吸纳不同利益相关者共同承担应有责任,解决目前制约之余,也为澳门逐步迈向世界旅游休闲中心构建稳固的安全网。

Macao's gaming industry has been developing fast since its liberalisation in 2002.However, crimes and gambling disorder always accompany gaming activities. In order to allow the gaming industry to develop in a proper and healthy manner, the Macao SAR government decided to promote responsible gaming in Macao after considering foreign experience and advice from the academia. Responsible gaming refers to the practice that confines the gaming related damage to a socially acceptable level. Since its introduction in Macao, responsible gaming has achieved some preliminary results. Not only that, the concept of responsible gaming is even extended to issues requiring cross-boundary cooperation. Currently the promotion of responsible gaming is under the responsibility of a team informally formed by a few relevant government departments and the academia. However, as it is not a designated department; it does not have a stable source of funding which means that some of the activities cannot be carried out as planned. As such, it is suggested that an establishment with a permanent nature be set up, not only to solve the current issues, but also to absorb different stakeholders of the industry to collectively bear the responsibility, and also to lay a solid foundation for Macao to gradually develop itself into the World Center of Tourism and Leisure.
