粤港澳服务贸易自由化“负面清单”管理的问题与对策

Research on the Problems and Countermeasures of the “Negative List” Management for Service Trade Liberalization in Guangdong Province,Hong Kong and Macao

2015年3月正式实施的粤港澳服务贸易自由化"负面清单"管理模式为粤港澳基本实现服务贸易自由化提供了制度保障,但由于"负面清单"实施过程中存在风险管理、利益协调、配套措施和执行效力等潜在问题,导致"负面清单"在具体实施过程中存在困难。通过对佛山港澳服务业企业的问卷调查,发现企业在粤港澳服务贸易过程中面临着注册审批、知识产权保护、法律监管、信息流通、税收政策、市场自由度、金融环境、人才流动、文化融合和配套措施多方面的问题。针对上述问题并结合调查对象提出的建议进行了详细分析,对调查中突出的行政审批烦琐和人才缺乏等问题进行深入分析,提出了改善意见。

The 'negative list' of the service trade liberalization in Guangdong Province,Hong Kong and Macao was put into implementation in March 2015. The management model of the list has provided institutional guarantee for the basic realization of the service trade liberalization. Nonetheless,due to the risk management,interest coordination,supporting measures,implementation effect and any other potential problems existing in the implementation process,many problems will be faced in practical implementation. Based on the questionnaire on Foshan's Hong Kong and Macao service enterprises,we find that in the process of promoting trade liberalization,corporations face various matters,like register for examination and approval,the protection of intellectual property rights,legislative supervision,information flow,tax policy,market freedom,financial environment,talent flow,cultural integration and supporting measures. The article carries on the detailed statistics and analysis for the problems and relevant suggestions enterprises faced in the trade liberalization process. Meanwhile,through the analysis to the outstanding problems of administrative approval and shortage of talent,improvement advices are provided as well.
