"一带一路"建设有利于有效发挥香港的离岸服务角色和专业服务业优势,为香港的金融、贸易、专业服务、旅游经济等主要服务行业的发展提供巨大市场空间,有利于主要生产性服务行业向高增值环节转型,为香港当前的第三次经济转型提供新动力。但是,要把"一带一路"建设的机遇真正转变成为香港第三次经济转型的新动力,香港社会各界还需要达成广泛共识。在国家发展战略的背景下做好香港参与"一带一路"建设的路径设计,搭建好服务"一带一路"建设的各类功能平台,深化粤港澳合作,协同推进"一带一路"建设。

'The Belt and Road(B & R)'initiative is helpful for Hong Kong to effectively play its important role in offshore services and maximise its superiority in professional services industry, which provides a huge market for the development of Hong Kong's main service industries, such as finance,trade, professional services and tourism economy. It also promotes the transition from productive services sectors to high value-added industrial sectors, and provides new impetus for the current third economic restructuring of Hong Kong. In order to grasp opportunity from B & R, turning it into the new motivation for Hong Kong's third economic transformation, Hong Kong needs to reach a broad consensus among all circles of society, make plans for participating in B & R, and develop various functional platforms serving for B & R. Besides, it is significant to deepen the cooperation between Guangdong, Hong Kong and Macao to mutually promote B & R.
