粤港跨境区域协同创新系统研究

Research on Guangdong-Hong Kong Cross-border Regional Collaborative Innovation System

国家创新战略驱动下粤港协同创新迎来新机遇。本文通过梳理区域创新系统理论与粤港区域创新发展的现状、问题及优势,探讨粤港区域创新系统间的作用机理。通过协整及格兰杰检验,分析粤港创新能力的互相影响及提升情况;通过空间计量的空间自相关分析,得到粤港区域内各区域单元创新能力分布及相关性。发现粤港两个创新系统间已形成良好的互动,但从两系统融合和深层次协同合作的角度来看,两系统间协作现阶段仍存在很大的改良空间。根据实证研究结果,从制度协同、服务协同、平台协同、项目协同、要素协同等五个方面提出了对策建议。

With promotion of the national innovation strategy,the Guangdong-Hong Kong collaborative innovation has ushered in new opportunities.In this paper,on the basis of an overview of the theories of regional innovation system and the current status,problems and advantages of the GuangdongHong Kong regional innovation development,the mechanism of action of the Guangdong-Hong Kong regional innovation system is discussed.Cointegration and the Granger test are employed to analyze the mutual influence and improvement of innovation capacities of Guangdong and Hong Kong.A spatial autocorrelation analysis is made to analyze the innovation capacity distribution and correlation of each regional unit in Guangdong and Hong Kong.We may find that favorable interactions between the two innovation systems in Guangdong and Hong Kong have been formed.However,judging from the integration of their innovation systems and deep collaboration and cooperation,the collaboration between the two innovation systems of Hong Kong and Guangdong still has huge space for improvement.In accordance with empirical results,countermeasures and recommendations are put forward from five aspects:institutional collaboration,service collaboration,platform collaboration,project collaboration and factor collaboration.
