摘要
本文结合相关文献资料,指出澳门专才引进的必要性,并总结出澳门在三个不同的时间段内,因应社会情况,对专才引进的不同态度。在此基础上,本文从现有专才引进政策及外地生留澳工作两个实际社会议题出发,提出现有政策不利于澳门进行专才引进,建议政府应考虑调整政策:设立专才引进"计分制",订定评分标准;设定专才配额,年度适度调整;扩大人才发展委员会职责;打造配套,解专才后顾之忧;审慎考虑"外地生留澳",建立先行先试制度,以利吸引境外专才。
With the support of previous literature,the current study points out the necessity of introducing overseas professionals to Macao.The study summarises the three phases when people in Macao hold different opinions towards the idea of introducing overseas professionals.Two social issues are discussed:1.introducing overseas professionals to Macao and 2.allowing overseas students to work in Macao after they graduate from a university in Macao.As it is pointed out that the policies in Macao are not welcoming enough in overseas professionals introduction,the current study proposes that the government should consider adjusting the policies:establishing the 'scoring system' for introducing overseas professionals,making the scoring criteria;setting the quota of overseas professionals and carrying out annually moderate adjustment,increasing the responsibility of the Talents Development Committee of Macao SAR Government;forming a complete set of system,relieving the professionals of their family worries;carefully considering 'overseas students working in Macao' after they graduate from a university in Macao,and establishing the policy of 'early piloting implementation'.
