香港政府的管治与居民的欢笑和唏嘘

The Governance of the Hong Kong Government and Its Impact on the Lives of the Residents

近年来,香港社会出现严重的撕裂,香港居民在重大问题上,非但无法达成共识,而且各走极端,令社会欠缺和谐。香港出现了什么问题?与香港政府的管治有什么关系?本文回顾过去70年来政府的管治,发现在不同的发展阶段,政府的管治直接或间接地影响了居民的生活,其中有欢笑、亦有唏嘘。从回顾中,本文认为,现今特区政府要发挥有效管治,必须从以下三方面进行改革:一是订立清晰的社会发展目标,打造香港成为充满关怀和公义的社会;二是积极宣扬政府的施政,使居民感受到,政府做事公平和公正,且以居民的福祉为依归;三是实事实干,建立居民对香港和国家的身份认同和归属。

In recent years,Hong Kong has experienced a severe split among its population.Hong Kong people are no longer able to arrive at a consensus on major social issues and they often take very diverse and extreme views,resulting in social disharmony.What is wrong with Hong Kong? Has it anything to do with the way in which the Hong Kong Government's style of governance? This article reviews the style of governance of the Hong Kong Government in the last 70 years,since the end of World War Ⅱ to present.It has been found that the style of governance has a relationship with the feelings of the people,on whether they find their lives full of happiness or worries.From this review,the present Hong Kong SAR Government is suggested to carry out the following reforms to enhance effective governance:First is to set out a clear vision for the future development of the Hong Kong society,making it one full of caring and justice.Second is to make known to the people that the Government is doing things in a fair manner,taking full care of the welfare of the people.Third is implementing a number of measures that directly benefit the people so that they would feel that they truly belong to this society,an inseparable part of China.
