习近平总书记所作的十九大报告和视察香港时的系列讲话是中央对回归后"一国两制"在香港实践的最权威性和系统性的论述,既回顾了过去20年的经验和教训,也为全面和准确实践"一国两制"指明了道路。总书记在上述讲话中特别提出几个重点:坚持"一国两制"不动摇、不改变;确保"一国两制"的实践全面和准确;中央更积极支持香港的发展。总书记论述的主旨,是强调树立国家和民族观念对全面和准确实践"一国两制"至关重要。香港人必须担负起维护国家主权、安全和发展利益的责任,并理解和尊重中央在"一国两制"下的全面管治权。

General Secretary Xi Jinping's report at the 19 National Congress of the CPC and his speeches made during his inspection tour to Hong Kong represent the most authoritative and systematic accounts about the implementation of the"One Country, Two Systems"after Hong Kong's return to the motherland. His remarks summed up the experiences and lessons from the past two decades, and pointed out the way to fully and faithfully implement the"One Country, Two Systems"policy. General Secretary said that we should ensure that the principle of"One Country, Two Systems"remains unchanged and unwaveringly upheld, and in practice is not bent or distorted; and that the central government will offer greater support for Hong Kong. General Secretary stressed the point that it holds utmost importance to full and faithful implementation of the"One Country, Two Systems"to bear in mind the interests of the nation and the country. It is imperative that Hong Kong people should assume the responsibility for safeguarding the state sovereignty, security and development interests of the country, understand and respect the central government's comprehensive jurisdiction over Hong Kong under the principle of"One Country, Two Systems".
