初论新时代港澳“一国两制”实践的新特征、新思路

Study on New Characteristics and Routes of New Era's“One Country, Two Systems”Practice of HK & Macao

本文提出了港澳"一国两制"实践进入新时代的观点,并从目标宗旨、指导原则、工作重点、发展方向等角度描述了其核心特征,从中国共产党核心领导地位、宪制基础、中央和特区权力、人心回归等方面展示了其战略布局,指出必须在宪法和基本法的共同规定中去达致中央全面管治权和特区高度自治权的有机和谐,巩固中央全面管治权和特区高度自治权的有机和谐的制度体系。基于实践的新要求,应立足于解决国家认同制度建设、落实中央全面管治权、消除经济、社会建设的制度障碍和对重大问题的调研准备等现实工作。

The article raises a viewpoint that the"One Country, Two Systems"practice of HK & Macao SARs has entered a new era, describes its core characteristics from the angles of the target and purpose,of the guiding principle, of the focus of endeavor and the development direction, reveals its strategic layout by illustrating such factors as the core leadership of CPC, constitutional basis, power of central authorities and SARs, and popular sentiment, and points out that both the Constitution and the Basic Law should have stipulations to ensure coalition between overall jurisdiction of central authorities and a high degree of autonomy of the SARs and reinforce the related institutional arrangement. In response to the new requirements of the practice, we should proceed from the national identity system construction, implement the overall jurisdiction by the central authorities, remove institutional barriers against economic and social construction, and prepare for the investigation into major issues.
