“一带一路”倡议下香港伊斯兰金融中心的构建

To Build HK Islamic Finance Center under the“Belt and Road”Initiative

伊斯兰国家占"一带一路"沿线国家总数的45%左右,是推进"一带一路"建设中不可忽略的合作伙伴,"一带一路"倡议将为香港伊斯兰金融中心的建设创造新机遇。本文首先描述了"一带一路"沿线伊斯兰金融发展的特点,探讨了"一带一路"倡议下伊斯兰金融发展的需求,概括了香港发展伊斯兰金融中心的历史和现状,讨论了共建"一带一路"带给香港伊斯兰金融中心建设的新机遇,并提出为抓住"一带一路"机遇香港应在制度建设和人才吸引上做好准备。香港为构建伊斯兰金融中心,需要积极参与"一带一路"建设,在"一国两制"框架下与东南亚伊斯兰国家加强合作,培训伊斯兰金融专业人才,改革和完善规制伊斯兰金融的法律制度。

Islamic countries account for around 45% of all the countries along the Belt and Road, and they are important partners of China in pursuing the"Belt and Road"Initiative. The "Belt and Road" Initiative has provided Hong Kong with new opportunities for developing Islamic finance. To start with,this paper describes the characteristics of Islamic finance development along the"Belt and Road"; then it explores the demand for Islamic finance development under the"Belt and Road"Initiative, gives an overview about the history and current situation of Islamic finance in Hong Kong, discusses the new opportunities brought to Hong Kong's Islamic financial market by the " Belt and Road" Initiative, and proposes that Hong Kong should do well in institutional improvement and talent attraction so as to make the most of the opportunities coming along. To that end, Hong Kong should actively engage in pursuing the"Belt and Road"Initiative, deepen its cooperation with the Islamic countries in Southeast Asia under the"One Country, Two Systems"framework, train talents in Islamic finance, and improve the legislation regarding Islamic finance.
