粤港澳大湾区建设中的区域治理体系研究

Regional Governance System of Guangdong-Hong Kong-Macao Greater Bay Area

随着粤港澳大湾区建设上升为国家战略规划,大湾区区域治理体系和治理能力的现代化也提上议事日程。本文认为中央权威和全面管治权的实施是建设粤港澳大湾区区域治理体系的核心政治保障。粤港澳大湾区的建设需要全面准确理解习近平新时代中国特色社会主义思想和党的十九大关于新时代坚持"一国两制"对推进粤港澳大湾区建设的新要求,在党中央和国务院的支持和指导下,树立"互相尊重、协商互动、合作共赢"的区域共同利益理念,构筑中央统一领导下地方政府、政府与市场、公民社会等多主体之间平等、协商、合作、互动的区域治理体系。

As the construction and development of Guangdong-Hong Kong-Macao Greater Bay Area is made into the national strategic planning, the modernization of regional governance system and governance capacity is put high on the agenda. This study suggests that the regional governance system construction of the Greater Bay Area needs to adhere to the central government’s authority and implementation of overall jurisdiction;needs to fully and accurately understand Xi Jinping’s thoughts on socialism with Chinese characteristics and the requirements of the CPC 19 th National Congress on advancing the construction of the Greater Bay Area in the principle of'One country, two systems'in the new era.Under the leadership of the CPC Central Committee and the State Council, we should uphold the ideas of mutual respect, negotiation and interaction, and win-win cooperation for the shared interest of the region, and build a regional governance system of equality, consultation, cooperation and interaction among multiple entities, such as between the central government and local governments, between the government and the market, and among civil societies, etc.
