新思维化解房屋困局

New Thinking to Resolve Hong Kong's Housing Problem

摘要 纵使香港人对于不同议题各持己见,但若说房屋短缺是最棘手问题,则谅无异议。当前香港特区政府公营房屋政策亟待改革,公营房屋单位使用不足比例日增,与此同时,公屋住户中年轻成员迁往私楼或劏房者则为数日增。要在公营房屋释放市场威力,必先把现有公屋私有化,以及重新聚焦公屋功能,以置业为主导。把市场力量引进公共房屋界,可立刻促使公屋住户善用其房屋资源,并可把私楼劏房需求转移,大大纾解私楼出租单位不足的困境。 The people of Hong Kong may have different views about many issues, but everyone agrees that the housing shortage is their biggest domestic problem. The current public housing policy needs to be changed due to the reason that the public flats are increasingly underutilized. In the meantime, young adult occupants are moving out and crowding into private flats and sub-divided units. Unleashing market forces within the public housing sector means it would be necessary to privatize the public housing stock and refocus public housing policy towards home ownership. The introduction of market forces into the public housing sector would immediately incentivize public housing occupants to utilize their housing resources more effectively. The demand for private sector sub-divided units would be diverted,and the severe housing shortages in the private rental market would see much-welcomed relief.
