摘要
如何解决劳动力跨境流动中的退休保障衔接问题,是粤港澳大湾区建设中的一项重大挑战。本研究通过分析粤港澳三地退休保障制度的同质性和异质性,探讨退休保障制度衔接的主要障碍,并提出制度衔接方案的总体框架,务求更充分地保障跨境就业劳动者的权益,促进粤港澳大湾区劳动力要素自由流动和经济持续增长,深化粤港澳合作。
How to coordinate retirement security policies to facilitate cross-border labour mobility is one of the fundamental challenges facing the development of Guangdong-Hong Kong-Macao Greater Bay Area. This paper studies the similarities and differences among the respective retirement security policies in Guangdong, Hong Kong and Macao, looks at main obstacles to their coordination, and proposes a general policy coordination framework, in an attempt to better protect the rights and interest of cross-border employees, promote free labour mobility and sustained economic growth of the Greater Bay Area, and deepen cooperation between Guangdong, Hong Kong and Macao.
