摘要
与澳葡政府架构相比,回归后的澳门特区政府架构发生了根本性变化。按照澳门基本法规定,原有公共行政制度得以延续。回归后第一个十年,澳门特区政府针对原有公共行政存在的问题和适应社会发展的需要进行了改革;回归后第二个十年,公共行政改革围绕"阳光政府"建设、部门重组与效能提升等方面进行。经过20年的努力,澳门特区公共行政改革取得了相当大的成效,进一步完善了特区的治理体系,提升了特区政府的治理能力。
After China resumed the exercise of sovereignty over Macao,Macao SAR government’s structure has undergone fundamental changes.The Macao Basic Law stipulates the continuation of the original public administration system.In the first decade of the SAR government,reform was launched to address problems related to the original public administration system and adapt it to the needs of social development.In the second decade,the reform of public administration was centered on the establishment of a'Sunshine Government',departmental restructuring and efficiency improvement.The 20 years of hard work have paid off,leading to remarkable improvement in the governance system and capacity of Macao SAR.
