摘要
舆论对于政府形象有着巨大的影响,如何处理与舆论的关系一直以来都是古今中外各国政府的重要议题。已有的研究主要讨论政府舆论导向的对策与方法的问题。然而,我国自80年代末90年代初开始建立系统化的舆论导向方针政策以来,我国政府的舆论导向究竟是否有效引导社会舆论,现有研究并没有给予充分的论证。因此,本文试图从"接收程度"和"接受程度"两个维度上描述并解释我国政府舆论导向方式的有效性,并且挖掘影响其有效性的几个因素。
Public opinions have huge influence on the government image shaping. Thus,the topic about how to deal with the problems of public opinion has been being one of the most important topics at all times and in all over the world. However,since the Chinese Government has set up the systematic policies on public opinion management between 1980s and the beginning of 1990s,few studies have demonstrated or analyzed fully the effectiveness of the impact on the view of the media by Chinese Government. Therefore,the thesis aims to describe the effectiveness of the policies on public opinion management in China on two dimensions,i. e. :"receiving"and"accepting". Further,analyze the factors which affect the effectiveness of the public opinion policies.
