地方政府公信力的影响因素研究——基于广州市的调查

Exploring Factors that Influence the Local Government Credibility——A case study in Guangzhou

关于哪些因素决定了地方政府公信力的问题,学界曾梳理出了三种主要的理论解释,即民主导向的政府公信力理论、"制度公正论"公信力理论和"政绩型"公信力理论。这三种理论目前仍只是规范层面的逻辑演绎,还缺乏实证的数据验证。它们是否切实地影响着政府公信力,是否适用于中国地方层级的政府,各自的解释力如何,这些问题亟需实证性的回答。基于此,对相关变量进行操作化之后,采用问卷收集数据,数据分析发现制度的民主程度、制度与政策的公正程度和治理绩效对地方政府公信力都具有显著的影响。由此,初步验证了前述三种理论有适用的可能。

Three theoretical explanations have been given to explain the determinants of local government credibility:Democratic orientation,institutional justice theory and government' s performance theory.These three theories are still logical interpretation of the normative level,which lack of empirical data validation.How these theroies can explain the credibility of the local government in China? To find out the answer to these questions,empirical test need to be carried out.This article test related variables with the help of questionnaires to collect data.The data analysis show that the degree of democracy of the system,the degree of system and policy justice,and governance performance have a significant impact on local government credibility.It is proved that the three theories are applicable.
