中国企业境外投资和境内转型的困境与政策研究

A Study on the Dilemma and Policy of Chinese Enterprises' Overseas Investment and Domestic Transformation

中国自2000年实施"走出去"战略以来,"走出去"的深度和广度均有很大提升,但是,中国对外投资的增长趋势背离了实体经济的增长趋势,中国境外投资发展超前于经济发展水平可能产生一系列的国内负面效应,如产业空心化、区域经济不平衡、中央与地方的目标差异、宏微观困境、就业困境、长期利益与短期利益的矛盾等。必须从战略的高度,协调境外投资与国内产业升级的关系;调节对外投资节奏,维护国内经济社会稳定;完善对外投资财税支持政策体系;调整国内企业的财税政策,使规模扩张型发展向结构升级型发展转变,下调制造业企业的增值税税率;适当控制劳动力成本上升过快的趋势,抑制房地产价格持续上升的势头,增加劳动者的实际收入。

Since the implementation of the strategy of'going out'in 2000,the depth and breadth of'going out'has been greatly improved.However,the growth trend of China’s outward investment deviates from the growth trend of the real economy.The development of China’s overseas investment is ahead of that of the economy which may produce a series of such negative effects as hollowing industry,regional economic imbalance,target differences in central and local areas,macro and micro dilemma,employment difficulties,contradiction of long-term interests and short-term interests.It is necessary to coordinate the relationship between overseas investment and domestic industrial upgrading from a strategic perspective;to adjust the rhythm of overseas investment and maintain domestic economic and social stability;to improve the fiscal and taxation support policy system for foreign investment;to adjust the fiscal and taxation policies of domestic enterprises,so that the scale expansion is shifted to structural upgrading transformation;to lower manufacturing enterprises VAT rate;to appropriately control the trend of rising labor costs;to inhibit the real estate prices from continuing to rise,and to increase the actual income of workers.
