摘要
医院质量与安全是医院建设永恒的主题,更是医院管理工作的生命线,但对医院管理者而言,除了狠抓质量与安全外,还必须正视并解决支撑此项工作的物质基础,否则,医院质量与安全就难以保障。本文分析目前"强化质量与安全,弱化成本支撑"现状、原因;通过对重庆市第九人民医院利用全面成本管理(Total Cost Management,TCM)理念,将医院质量与安全同有限成本支撑相联系的实践的探索;研究在现有成本支撑条件下,如何将"目标、任务、考核、绩效"一体化的管理方法,并探寻医院质量安全与成本支撑的直接关联,旨在为解决公立医院改革中的成本支撑难题提供决策支持。
Quality and safety are the eternal themes of hospital construction and also are the lifeline of hospital management. But the hospital managers must face and solve the material basis supporting this work in addition to paying close attention to quality and safety. Otherwise,, it is diffi cult to guarantee the quality and safety of hospitals. This paper analyzes the present status and reasons of 'strengthening quality and safety, weakening cost support' through the exploration of practice directly linking hospital quality and safety to limited cost support based on Total Cost Management in the Ninth People's Hospital of Chongqing. It studied the management method of integrating 'goal, task, evaluation, performance' in the current cost support conditions, and explored the direct link between hospital quality and safety and cost support. It aims to provide decision support for solving the cost support problem in the public hospital reform.
