建立现代公立医院管理制度综述

回顾现代公立医院管理制度的背景和发展历程,明确其内涵和意义,介绍我国部分地区以及美、英、德、新等发达国家公立医院改革和现代公立医院管理制度建设情况。并据此从3个层面对建立我国现代公立医院制度提出建议:宏观层面,以医疗机构分类管理和坚持公益性为前提,强化公立医院功能定位;中观层面,以法人治理机制为手段,推动管办、政事分开;微观层面,以建立科学管理制度为抓手,提高医院内部综合效能。

This paper is to review the background and development of the modern public hospital management system, clarify its connotation and signifi cance and introduce public hospital reform and the establishment of modern public hospital management system in some regions of China and some developed countries, such as the United States, the United Kingdom, Germany, and Singapore. According to the above, we put forward suggestions on the establishment of modern public hospital system in China from 3 levels: At the macro level, it is to strengthen the functional orientation of public hospitals on the premise of the classifi ed management of medical institutions and the persistence of the public welfare. At the middle level, it is to promote the division between regulation and management and the separation of governmental agencies and institutions by means of the corporate governance mechanism. At the micro level, it is to improve the comprehensive effi ciency of the hospital in virtue of establishing scientifi c management system.
