研究型医院临床创新制度设计与实践

Design and practice of clinical innovation system in research oriented hospital

国家主席习近平提出,要把重要领域的科技创新摆在更加突出的地位,以科技创新驱动我国供给侧改革。我国医疗行业目前正处在改革的关键时期,医院创新的供给侧改革也势在必行,加强研究型医院临床创新制度建设是顺应国家创新体系发展的必然要求,也是生物医药科技发展的内在要求。文章结合研究型医院建设实践,对临床创新从制度模式上进行了大胆探索与实践,提出了研究型医院临床创新制度的建设原则和建设思路,并就制度保障与监管、激励创新与成果转化评价等方面进行探讨。

President Xi proposed that scientific and technological innovation of priority areas should been in a more prominent position in order to promote the supply-front reform by innovation.Currently national medical industry is in the critical period of reform and the supply-front reform of hospital innovation is imperative.It is confirmed that it is necessary for research oriented hospitals to strengthen clinical innovation system complied with the development of national innovation system and intrinsic requirement of biological medicine development.Based on construction practice of research oriented hospitals,this paper had a bold exploration and practice for clinical innovation from the perspectives of institutional mode,proposed construction principles and thoughts of clinical innovation institution of research oriented hospital and carried on the discussion on the system of protection and supervision,incentive innovation and achievement transformation assessment.
