摘要
江苏省启东市以"一提升、双引导、双规范"为核心,以实现"引导考核制度化、就医秩序规范化、双向转诊普及化、资源利用最大化"为目标,推进分级诊疗工作,规范医疗服务秩序,构建科学合理的就医格局。分级诊疗制度的推行,使得城乡医疗卫生资源得到了合理利用,成功构建了合理有序的就医新格局,基本形成了基层医院"三力"并存局面。
With a center on “one-improvement, two-guidance and two-regulation” and the objective to realize “systematic guidance assessment, regulated medical order, popularized dual referral, maximized resource utilization”, Qidong City, Jiangsu Province promotes hierarchical medical , regulate medical service order and establishes a scientiifc and rational medical pattern. Introduction of the hierarchical medical system enables medical health resources in urban and rural areas to be rationally used, successfully establishing a rational and orderly new medical pattern and basically shaping a situation where “three forces” of grass-root hospitals coexist.
