江苏省常州市医疗联合体模式的构建与思考

Establishment and reflection on the medical union in Changzhou City, Jiangsu Province

医疗联合体是公立医院改革的一项有效途径。介绍了常州市通过医疗机构管理模式、医疗保险支付模式和市民就医模式的综合改革,探索构建医疗联合体,并就其运行机制、发展目标、建设中出现的问题和原因进行了分析,提出了医疗联合体建设要加强统筹和监管、注重顶层设计、相关部门要联动并予以配套政策支持、要有高效和完善的管理机制及医疗联合体内要建立质量管理和控制体系的建议。

The medical union is an effective approach to reform of public hospitals. With a comprehensive reform of the medical institution management mode, medical insurance payment mode and citizen service mode, Changzhou City explores into building a medical union of which the practices, problems in construction and the causes are introduced and analyzed. It recommends for building the medical union that overall planning should set up; regulation should be strengthened; importance should be attached to top design; coordination of departments should be provided; and support of relative policies should be provided as well as an efifcient and improved management mechanism should be set up and a quality management and control system should be build in the medical union.
