The Impact of PPP Return Mechanism on Innovation under Uncertain Market Demand

十九大报告做出了中国经济进入了新时代的重大判断,经济由高速增长向高质量增长转变客观上决定了PPP从高速扩张阶段进入了规范发展阶段,需要正确把握PPP在国家财政体系中的作用,理解PPP中政府与社会资本之间的博弈行为。为此,构造一个市场需求不确定性下的PPP模型,通过分析在不同的市场需求状态和不同的回报机制下政府和企业的经济行为,探讨政府如何促进企业的创新水平,扩充了对PPP模式下创新的理解。最后,根据上述模型结论,提出了相应的政策建议。

The report of 19 th National Congress of the Communist Party of China made a major judgment that the Chinese economy has entered into a new era. The economy has changed from high-speed growth to high-quality growth, which objectively determines that PPP has stepped into the normative development stage from the high-speed expansion stage. Therefore, it is necessary to correctly grasp the role of PPP in the national financial system and understand the game behavior between government and social capital under the influence of PPP. This paper constructs a PPP model under uncertain market demand. By analyzing the economic behavior of governments and companies under different market demand conditions and different return mechanisms, the paper analyzes how the government can promote the level of innovation of enterprises, which expanded our understanding of innovation in the PPP model. Finally, based on the conclusions by using the above model, this paper proposes corresponding policy recommendations.
