行政审批改革对服务业生产率的影响研究——基于制度性交易成本视角

The Impact of Administrative Approval System Reform on the Productivity of Service Industry:Based on the Perspective of Institutional Transaction Costs

在“放管服”改革与政府职能转变背景下,从制度性交易成本视角揭示地方政府行政审批制度改革与服务业生产率之间的关系具有重要意义。在理论分析基础上,以行政审批服务中心设立为研究对象,实证考察行政审批改革对服务业生产率的影响。结果表明:行政审批改革有利于降低制度性交易成本,进而推动服务业生产率提升。这一影响会因不同地区特征的差异而存在异质性:相比东部或经济先发城市,行政审批改革对中西部或经济后发城市服务业生产率的“红利效应”更为明显。进一步地,行政审批改革各细分维度对服务业生产率也存在显著影响,呈现出“集中审批”的跨部门协同效应。研究结论对深化“放管服”改革、推动服务经济高质量发展具有重要的政策含义。

Under the background of reform on“streamline administration,delegate powers,and improve regulation and services”and the transformation of government functions,it is crucial to reveal the relationship between government administrative approval system reform and the productivity of service industry from perspective of institutional transaction costs.Based on theoretical analysis,and taking the establishment of administrative approval service center as research object,this paper empirically tests the impact of administrative approval system reform on the productivity of service industry.The impacts are heterogeneous due to different characteristics of various regions.Compared with the eastern cities or cities with higher economic development level,the“dividend effect”of administrative approval system reform on the productivity of service industry is more obvious in central and western regions or in cities with lagging economic development level.Furthermore,the subdivision dimensions of administrative approval reform also have significant impacts on the productivity of service industry,showing a cross-section coordination effect of“centralized approval”system.The conclusions have important policy connotations in deepening reforms of“streamline administration,delegate powers,and improve regulation and services”,and promoting the high quality development of service economy.
