论二战后日本皇室对非洲外交的角色、历程与特点

On the role,history and characteristics of the diplomacy of the Imperial House of Japan towards Africa after World War Ⅱ

在"国际亲善"的名义下,皇室一直是日本外交活动中的重要参与者。第二次世界大战结束后,随着日本国宪法的颁布,天皇不再具有实权,而成为国家的象征。以天皇为首的皇室成员也因此成为日本政府特殊的外交工具。在国内与国际局势的影响下,日本皇室积极开拓对非外交,且经历了三个阶段。日本皇室对非外交重视程度不断提高、涉及国家逐步增多,外交手段也日益多样化。此过程中,皇室外交呈现出自己的特点。其一,皇室对非外交在受国内外政治环境影响的同时,也独具个人特色;其二,皇室对非外交更注重与非洲国家的友谊,并不涉及具体的外交利益;其三,皇室外交因其成员的世袭性特点而有着更好的连续性,更加契合非洲的政治环境。从研究层面上看,今后我国学界有必要加强对国际关系中象征性人物所起作用的研究,以便加深对国家间交往模式的了解。从外交层面上看,应充分了解民心相通是一个长期性的行为,可以在中非人文交流的过程中打造专属名片,以便中国形象的提升。

In the name of 'international goodwill',the Imperial House of Japan has always been an important participant in Japanese diplomatic activities.After the end of World War II,with the promulgation of the Constitution of Japan,the Japanese Emperor with no real power has become only a symbol of the country.The royal family headed by the emperor has thus become a special diplomatic tool of the Japanese government.Under the influence of the domestic and international situation,Japan’s royal diplomacy towards Africa is basically divided into three phases.During this period,the Japanese royal family continues paying more attention to the diplomacy towards African countries,gradually gets involved in more countries,and adopts diversified diplomatic methods.Such royal diplomacy presents its own characteristics.First,although the diplomacy of the Japanese royal family towards Africa is influenced by the domestic and international political environment,personal characteristics can be seen in the process.Second,the royal family pays more attention to the friendship with African countries and does not get involved in specific diplomatic interests.Third,such royal diplomacy has a better continuity due to the hereditary characteristic of its members,which is more consistent with the political environment of Africa.In future studies,the academic community should strengthen the study of the role of the symbolic figures in international relations in order to deepen the understanding of the mode of international communication.Meanwhile,it is necessary to fully understand that people-to-people exchanges are a long-term process.In the cultural exchanges between China and African countries,we can adopt specific approaches to improving China’s image.
