共和国初期民族自治地方干部队伍建设的经验及启示

Experience and enlightenment of construction of the leadership team in ethnic autonomous regions in the early period of the People's Republic of China

民族区域自治制度是我国民族政治制度历史性飞跃的标志。中华人民共和国成立初期是民族区域自治制度正式确立和推行的关键时期,是我国民族管理由传统到现代、承上启下的关键节点,也是民族自治地方干部队伍建设的重要时期。这一时期按照全面从严管理、适度民族化和高度重视民族工作干部教育的原则,民族自治地方多措并举加强干部队伍建设,通过举办各级少数民族干部培训班、创办民族院校、发展少数民族党员、实践中培养锻炼少数民族干部,配合基层干部的选拔任用、吸收少数民族上层人士参政等方式,为推行民族区域自治制度和促进民族自治地方经济社会发展提供了人才支撑。在中华人民共和国成立70周年之际,应深入探寻历史智慧,统一认识,进一步坚定中国特色民族区域自治的正确道路,健全干部分级分类管理制度和统战工作领导体制机制,突出关键岗位历练与源头培养,强化基层少数民族干部和民族工作干部的教育培训,切实加强干部队伍建设,进而推动民族自治地方"五位一体"建设和全面建成小康社会。

The system of regional ethnic autonomy is the symbol of the historic progress of the ethnic political system in China.The early period of the People's Republic of China is the key period of the formal establishment and implementation of the system of regional ethnic autonomy;it is the key link of China's ethnic management between the traditional and the modern,between the past and the future;it is also an important period of the construction for the leadership team in ethnic autonomous regions of China.In accordance with the principles of strict management in an all-round way,moderate nationalization and emphasis on the education for ethnic leaders,the governments of the ethnic autonomous regions have taken various measures to strengthen the construction of the leadership team.Then remarkable results have been achieved and rich experience has been accumulated.Therefore,it is necessary to explore the historical wisdom to strengthen the construction of the leadership team,and then promote the“five-in-one”construction of ethnic autonomous regions and complete the construction of a moderately prosperous society in all respects.
