摘要 本文基于智能电网建设现状出发,以特高压电网为骨干网架、各级电网协调发展的坚强电网为基础,以通信信息平台为支撑,按照建设坚强智能电网的发展思路,打造灵活互动的电网,同时实现电网、电源和用户的信息透明共享,建设友好开放的电网,重点研究了用电信息采集系统能力提升问题,全面提升采集系统数据支撑能力,充分发挥电能表资产价值,以确保电网与用户间信息透明开放,同时构建公正透明的调度计划运作平台、电力市场交易平台,确保电网与电源间信息透明共享。 Based on the status of smart power grids,the article builds a flexible and interactive power grid based on the superhigh voltage grid as the backbone and the coordinated development of power grids at all levels,supported by communication and information platforms,and guided by the idea of building a strong smart power grid.At the same time,we will ensure the transparent sharing of information between power grids,power sources and users,and build a friendly and open power grid.We have focused on improving the capacity of power information collection systems,improving data support capabilities of data collection systems,and giving full play to the asset value of power meters.In order to ensure the information between the grid and users is transparent and open,and at the same time,a fair and transparent dispatching plan operation platform and power market trading platform are established to ensure the transparent sharing of information between the grid and the power supply.
