NGO扶贫模式对新阶段扶贫工作的启示研究——以昆明市为例

A Research on How to Learn and Adopt NGO Intervention Model Against Poverty in the Action of Poverty Alleviation in New Phase——Taking Kunming for Example

通过文献研究法和实地调查,创新性地总结出了NGO扶贫模式四大特征,分析NGO参与的必要性和可及性;并提出了掌握贫困现状及成因,主动争取NGO参与精准扶贫;开展政府购买服务支持NGO参与,提升群众自我发展能力;学习NGO扶贫模式,引导政府扶贫工作人员实施精准扶贫;和实行项目化管理提升定点挂钩帮扶成效的建议。

The thesis takes the lead in formulating four key features of NGO intervention model against poverty through literature research and field survey, and analysis of the necessity and accessibility of NGO participation. Then some advices are given as follows: to grasp the current situation and causes of poverty,and invite NGO to participate in the work of precision poverty; to carry out government purchase services to support the participation of NGO, and improve self-development capacity of the poverty population; to learn NGO poverty mode, and guide the implementation of the government's poverty alleviation staff; to implement the project management, and improve the effectiveness of fixed point hook.
