对国有林区停伐后扶持政策的研究——以小兴安岭伊春林区为例

Strengthen Policy Support to State-owned Forest after Stop Cutting——A Case Study of Yichun Forest Region of Xiao Hinggan Mountains

全面停止天然林商业性采伐后,国有林区面临着财政收入减少、经济增速下滑等问题,经济发展缓慢。进入经济发展新常态,又面临着多方面的挑战,仅靠自身的力量实现转型跨越,可谓是困难重重。政府强化对停伐后的国有林区进行政策扶持,是促进国有林区增强自我发展能力的重要途径。以小兴安岭伊春林区为例,分析强化对国有林区停伐后政策扶持的必要性,从六个方面提出相应的建议措施。

After full stop of the natural forest commercial logging, state-owned forest region is faced with such problems as fiscal revenue, economic slowdown, and slow economic development. With stepping into the new normal economic development, and various challenges to be faced, it is really difficult to realize the transition span only by their own power. The government strengthening the policy support to the state-owned forest region after stopping cutting trees is an important way to enhance the self development ability of state-owned forest. Taking Yichun forest region of Xiao Hinggan Mountains as an example, this paper tries to analyze the necessity of policy support for strengthening state-owned forest region after stoping cutting trees and related countermeasures are put forward from six aspects in the following parts.
