煤炭资源型城市经济转型的问题与政策建议——以七台河市为例

Problems and Policy Suggestions on the Economic Transformation of Coal Resources City——Taking Qitaihe City as an Example

随煤炭资源型城市产业结构问题的凸显,实施经济转型及其政策支持已成为当务之急。七台河市作为黑龙江省代表性的煤炭资源型城市,研究其经济转型的政策问题对同类城市的经济发展具有积极的现实意义。针对七台河市存在的煤炭经济转型缓慢、产业链条较为缺乏、高新技术产业较少、矿工生活就业困难和科技人才较为缺乏等问题,提出推进产业结构调整、加大财税扶持力度、实施信贷优惠政策和强化创业创新活动等政策建议。

Along with the coal resources city industrial structure problem is highlighted day by day, to implement economic transformation and policy support has become an urgent task. Qitaihe city as a typical coal resources city in Heilongjiang province, study the policy of economic transition has positive practical significance to the economic development of the same kind of cities. Aiming at the existing problems in Qitaihe city:coal economic transformation has been slow, industrial chain is relatively lack, high and new technology industry is less, miners living in employment difficulties, lack of scientific and technical personnel. This paper puts forward policy recommendations to promote the adjustment of industrial structure, increase fiscal and taxation support, implement credit policies and strengthen innovation activities.
