基于科斯定理对我国碳金融市场研究

Discussion on the development of carbon finance market in China——Based on Coase Theorem

碳金融市场实质是政府通过调节碳排放配额和相应的市场机制来解决碳排放的负外部性,所以碳排放权交易不仅是为解决环境资源问题而设计的产权交易,更是一种合理的制度安排。基于我国当前低碳经济时代背景下探讨碳金融在我国的迅速发展,通过探讨碳金融的起源以及科斯定理与碳金融关系,分析我国碳金融市场发展的现状,从科斯定理的角度,基于产权、制度安排、交易费用提出一些当前碳交易市场存在的问题,并针对性地提出了相应的意见。

The essence of Carbon finance market is that the government can solve the negative externalities of carbon emission by adjusting the carbon emission quota and the corresponding market mechanism. To achieve the optimal allocation of resources in the global scope ,and make the exterior costs internalized, finally we can achieve the effect of greenhouse gas emission reduction. Carbon emission right is not only a property right designed to solve environmental problems, but also an effective institutional arrangement. Based on the background of China's low-carbon economy, this paper has discussed rapid development of carbon finance in our country. Through the understanding of the origin of carbon finance and the relationship between the Coase Theorem and carbon finance ,and the analysis of the current situation of the development of China's carbon financial market, We proposed some problems existed in the current carbon trading market, and put forward the corresponding advice for these problems from the perspective of Coase Theorem.
