内蒙古新型林业经营主体培育中的问题探析及对策建议

Problems and Countermeasures in the Cultivation of New Type Main Body of Forestry Management in Inner Mongolia

基于实地调查和相关文献研究,剖析出内蒙古新型林业经营主体在培育过程中存在着林业科技服务功能弱、林业产业贷款难、财政政策不到位,管理不规范、风险意识淡薄、林业基础设施落后等问题。在此基础上提出加强林业科技服务体系建设、完善林业金融体系和森林保险、扩大经营主体的规模、完善政策法规的政策建议。

Based on field investigation and related literature research,analyze of the new type main body forestry management in Inner Mongolia exists some problems in the process of cultivating that the service function of forestry science and technology is weak,the forestry industry loans are difficult,fiscal policy is not in place,management is not standardized,risk awareness is poor,forestry infrastructure is backward and other issues.On this basis,the paper puts forward the policy recommendations that strengthen the construction of forestry science and technology service system,improve the forest financial system and forest insurance,expand the scale of the main business body,and improve the policies and regulations.
