现代国有林场建设目标与等级评价体系研究——以浙江省淳安县林业总场为例

The Research of Construction Goal and Level Evaluation System of Modern State-Owned Forest Farm——Take the Forestry Farm Headquarter of Chun'an County, Zhejiang Province for Example

现代国有林场建设是一项长期而艰巨不断深化的系统工程,其建设标准与绩效评价体系成为当今热点研究课题。以国家林业局制定的《社会主义现代国有林场建设标准及指标体系参考提要》为主要依据,结合浙江省淳安县林业总场实际,对照自然—经济—社会复合系统以及现代森林经营理念,运用层次分析法赋予权重,构建现代国有林场生态、产业、文化体系,总结出"生态领先、产业发展、经营创新、设施完备、富裕和谐"的现代国有林场建设目标,并提出相应等级标准。定量评价表明,浙江省淳安县林业总场达到一级现代国有林场标准,属可持续经营类型。

The construction of the modern state-owned forest farm is a long and difficult and constant deepen system engineering, its construction standards and performance evaluation system become the hot research topics today. Take the reference summary of the construction standard and index system of socialist modern state-owned forest farms formulated by the state forestry bureau as the main basis, combining with the reality of the forestry headquarter of Chun'an county, Zhejiang province, comparing with complex system of nature-economy-society and the modern forest management idea, using the analytic hierarchy process(AHP) to weight, build a modern state-owned forest ecology, industry, culture system, summed up the modern state-owned forest farm construction goal of'ecological ahead, industrial development, management innovation, facilities complete, rich harmony ', and put forward corresponding level standards. Quantitative evaluation showed that the forestry headquarter of Chun'an county, Zhejiang province reached the first level of modern state-owned forest farms standard, belongs to sustainable business types.
